Gateshead Regeneration Partnership Secures Planning Consent for 361 Homes on Three Brownfield Sites

The Gateshead Regeneration Partnership has secured planning consent for 361 new homes across three brownfield sites in Gateshead, England, the partnership announced Oct. 28. The developments are in the Felling, Birtley and Beacon Lough areas and include up to 146 affordable homes.
The Gateshead Regeneration Partnership is a consortium involving Gateshead Council, housebuilder Vistry and affordable housing provider Home Group. Homes England provided £11.9 million through its Brownfield Infrastructure Land (BIL) fund to bring the sites forward, pay infrastructure costs and improve land affected by many years of industrial use.
Three Gateshead Brownfield Sites Receive Consent
The three schemes are mixed-tenure developments, where open market sale homes sit alongside affordable rented homes and shared ownership homes.
Brandling, Felling: 130 Homes
At the Brandling development in Felling, close to the central urban area of Gateshead, planning permission has been granted for 130 two-, three- and four-bedroom homes. Four of the homes will be provided for social rent through Home Group, and the remaining homes will be available for open market sale.
Plans for the site include extensive remediation work, necessary because of the site's archaeological heritage dating back to the birth of the railways and the former Felling Colliery. Community benefits include new parking facilities for the neighbouring Brandling Primary School. New homes facing the historically important Wheatsheaf Public House will incorporate bespoke elevations designed to be sympathetic to the look of the local area.
Elisabethville, Birtley: 106 Homes
At the Elisabethville development in Birtley, planning consent has been granted for 106 one-, two- and three-bedroom homes for social rent and shared ownership. Gateshead Council is aiming to acquire the properties as new council homes.
The site was historically home to the 'Birtley Belgians' refugee community and was later dedicated to council housing, most of which was demolished more than 20 years ago, leaving the land vacant since. Some existing homes will remain on the site, with new homes added around them. The site will also require extensive diversions and upgrades to statutory services such as gas mains and water pipes. Community benefits will include upgrades to surrounding roads to improve connectivity to the wider borough.
Beacon Lough: 125 Homes
At Beacon Lough, consent has been granted for 125 one-, two-, three- and four-bedroom homes. The site was formerly home to council housing that was demolished more than 15 years ago. Work will be carried out to improve the condition of the site and prepare it for housebuilding.
Homes England Brownfield Infrastructure Land Funding
The £11.9 million allocation is intended to address infrastructure and land-condition costs that can hold back brownfield development. The programme includes remediation at Brandling, service diversions and upgrades at Elisabethville, road improvements, and site preparation at Beacon Lough. Spread across the 361 planned homes, the funding equates to roughly £32,700 per home, though the allocation among the three sites has not been broken down.
Tom Bridges, Executive Regional Director, North East, Yorkshire and the Humber at Homes England, said: "This £11.9 million investment is unlocking sites that have sat vacant for years, turning underused land into hundreds of high-quality new homes for people in Gateshead."
He added: "Working alongside Gateshead Council, Home Group and Vistry through the Gateshead Regeneration Partnership – and the North East Mayoral Strategic Authority through our Major Projects Delivery Unit – is exactly the kind of collaboration needed to overcome the infrastructure and viability challenges that can hold brownfield development back, and to deliver the homes local communities need."
Affordable Housing and Allocation
Up to 146 of the 361 homes, about 40%, will be affordable. Affordable homes in Gateshead are allocated through the Gateshead Home Choice system, under which applicants with greater needs receive a higher level of priority when bidding for homes.
Councillor Gavin Brierley, cabinet member for housing at Gateshead Council, said: "It is hugely exciting that these developments have taken another step forward. We want our residents to have good quality housing and affordable options too, and these developments will offer exactly that."
Kitson Keen, Director of Development at Home Group, said: "We are delighted to be able to deliver much needed affordable homes in the Gateshead area. Our aim is to deliver the right homes in the right places, and with our partnership with Gateshead Council, Vistry and Homes England, we are doing just that."
Vistry's Role in the Partnership
Sean Egan, Regional Managing Director of Vistry North East, said: "Through the Gateshead Regeneration Partnership, Vistry is playing a vital role in revitalising brownfield sites that will now deliver hundreds of high-quality new homes, with up to 146 of them being affordable."
He added: "A range of upgrades, infrastructure and local facilities are also being delivered across the three sites, vital to support the sustainable long-term growth of evolving new communities."
The announcement aligns with Vistry's partnership-led delivery model, in which local authorities, registered providers and other funding partners support affordable and mixed-tenure housing. Vistry's FY2025 results reported more than 150 new agreements with over 65 partners, while adjusted group revenue fell 4% to £4.16 billion and completions declined 9% to 15,658 homes. The company said about 74% of its FY2025 completions were partner-funded and 26% open-market, and it described partner activity as subdued during the transition between affordable-housing programmes, with demand expected to improve as the 2026–2036 Social and Affordable Homes Programme takes effect.
In the first half of 2026, Vistry reported 6,304 completions, down 8% year over year, and adjusted revenue of £1.70 billion, down 9%. The company secured 5,870 plots across 19 sites in the period, compared with 3,113 plots across 14 sites a year earlier.
Outlook
The Gateshead programme illustrates how public infrastructure funding and partnership structures are being used to advance brownfield sites where remediation, archaeological constraints and utility diversions can affect viability. The final number of affordable homes is stated as "up to 146" and may change as the schemes progress.
